Cameroon investment incentives: questions for your legal review
For an international company assessing a Cameroon project, incentive assumptions belong in the legal review of the investment plan. Give your management team a clear distinction between a potential benefit and one your project is entitled to use.
Start with the project’s eligibility
Cameroon’s Ordinance No. 2025/002 of 18 July 2025 addresses investment incentives for new and expansion projects. Its provisions identify eligible sectors, exclusions and conditions. Articles 4 and 6 address compliance with applicable rules and eligibility requirements. An investor should therefore assess the particular activity and project before relying on incentives.

Define the questions your advisers should answer
Ask for a project-specific review covering:
- Which incentive regime, if any, is relevant to the proposed activity?
- Which assumptions in the investment budget still need legal or tax confirmation?
- What approvals and evidence should be checked before the business commits?
- Who will track the conditions and obligations attached to any benefits obtained?
For a group already operating in Cameroon, identify what is changing: the activity, investment programme, local entity or commercial arrangements. Make those changes explicit in the review instructions.
